Simple video problem

I was alt-tabbing between applications when all of a sudden bam!

A crazy amount of horizontal lines that move and seem to mirror any windows I have up, it's especially noticeable when moving windows around.

I've tried installing the latest ATI drivers, adjusted the refresh rates on my monitor, and restarted my computer several times, none of which did a thing.

Those lines are not driver related. I just replaced bad radeon 9800pro at work today with the same symptoms. Your card is artifacting which is hardware related, not software. (unless you have it overclocked) His fan was seized on the video card and had overheated and damaged the GPU. He had to replace the card.

Check your fan on the card first.

 
Ok checked the fan, it was working properly, and completely dust free. It happened the second I alt-tabbed into a 3d application so I figured the chances of the memory going bad at that second was very low so I assumed it was just a display issue. I guess I'll try it out in a different computer to confirm the problem, thanks for the help guys.
