Simple fan question

Hi all, i have an HP Dual slot 1 mobo and i was wondering if i should let the fan (it's attached to the case with shroud designed to go over a socket hs) blow air in or let it suck it out. As of now i don't have the shroud on until i can decide what to do. Please tell what you think would keep my system coolest.
(BTW, my case is a full-sized atx hp case).

While this is usually true, it isn't always.
A few years ago I was using a Fong Kai case. (I can't remember the model#, It was an Anandtech pick)
I tried many configurations using an AX-7 heatsink on my CPU.

The one that produced the coolest readings was bringing in fresh air to the heatsink/fan. The AX-7 wasn't giving good results in a suck situation.
