Sim card question

I have two factored many, many accounts and as such I plan on buying another Samsung phone just in case my current phone breaks. Do I need a sim card in order to use the WIFI portion of the second phone by chance?

I don't. I keep an extra smartphone in case something happens to my S7. It's a Galaxy Avant for my bathroom reading. The sim is pulled. Works just like a tablet.
