Shuttle AN35N Overclocking Help

Here are my specs:
Barton 2500+ w/ stock HSF
Samsung pc2700 512mb (TCB3 chips on Powmem pcb)
Shuttle AN35N
Enlight 300 W psu
Western Digital 120gigSE 7200rpm
Maxtor 30gig 5400rpm
4 Case Fans
52x24x52x Benq CDRW
Radeon 9800np bios flashed to Radeon 9800pro
Hercules Fortissimo II

Temps:
Idle:44C
Load:52C

For some reason, I simply cannot get the board to boot with a FSB higher than 169, regardless of ram timings, multiplier, or voltage. Even when I increase the cpu volt to 1.7 and ram volt to 2.7 and lower the ram timings to 9 4 4 3, it will never get past the boot screen. However, with everything at stock voltage, I can run my system at 12.5 x 169 w/ turbo ram settings (6 2 2 2.5) in a 1:1 configuration and it runs perfectly. I think the ram is holding me back but I am not completely sure, as the system will also not boot when I run the ram asyncrously at a lower speed such as 170/133. Come to think of it, maybe my powersupply is holding me back? Any ideas? What are the exact steps and settings I need to use to get to 170FSB?

I would say that after looking at your specs the PS is probably the culprit. I just bought the same Shuttle mainboard from Newegg to replace an aging system in my basement and had to replace the power supply, (Antec 300W), with an Antec 430 True Power. I was booting into windows Ok but I would get random reboots. The 430 fixed it. I am running a Retail 1800+ at 200x10 without any problems. (Nice jump from a P3 933).

I didn't even try my old Enlight 300W power supply with my new AN35N because it only had 165W rating on the combined 3.3 and 5 Volt rails and only offered 10A on the 12 Volt rail. I got sporadic reboots with my Extreme 320W power supply with my PNY spektek chips ram, so I switched them out for an Enlight 420W PSU and a single stick of Kingston PC-2700 Valueram. No more reboots, stable as a rock at 11.5x175. Pretty happy with the board once I got a decent PSU and quality ram.
