Shutdows Problems, Windows 2000/XP

I have upgraded from windows 98 SE to 2k Pro, and then tried XP, I am having shutdown problems with both operating systems. I have an ATX power supply, but when i click shutdown i get the 'it is now safe to shutdown your computer' screen. Any help would be appreciated.

I had the same problem, I fixed it by going to <Display Properties> then the <screensaver> then click on the bottom <Power>. Something in there controls it. I'm sorry but I can't remember which one it was that I clciked to get it working again.
 
Go into Control Panel, and then Power Options.

Go to the APM tab and check Enable APM.
