Shutdown problem, like I never seen before...

Tweaking, tweaking, tweaking. Tried to get my system in the suspend mode from the screensaver....
REsult beat all the expectations. When I'm shutting down the system - everything is going down (no lights, no HD activity) except for the POWER SUPLLY!!!!!!!! Anybody had such problem?
The system specs are below. Running win98se. Have Enlight case and I haven't any problem before I upgraded videocard (and crashed the system)...
