Do I need an amp to use this? Or can a normal mp3 power it?
Low end output is minimal when powered by an mp3 player. However this changed once you plug them into an amp or receiver. They sound awesome through my marantz.

Is it decent though? I don't have an amp, I just plan to use it outside or in office.

They sound great but lack bass. You may want to look into the model below these-the e2's. Highs aren't as clear, but you get the low end, something I prefer when listening to music.

If you want better bass than what the E3c's offer, then wait for the E4c's. I tried them at Mac World San Francisco about a week ago and they are amazing! Should be out in the next couple of months.
