I don't know, I use pre-made themes. I don't think it's THAT flexible but there are plugins.

Because it looks nice and might be interesting for people without XP (since most of the theming software I've seenonly works for XP).

I'm not sure about memory but it goes between 2% and 4% on my 1700+
