It's Objectdock, which is a Mac OSX like launcher app. You can get it at Stardock.com along with some cool other apps like Windowblinds (for XP skins) and Iconpackager (which I used to change my icons for some hi-res ones like the ones in the pic I posted).
 
i would post my desktop, but then that means i have to take down the tera patrick bg, remove the pirated files from my desktop, and change from my barbie desktop theme (so guys dont think im weird or somthin). too much work 🙁
