Should win2k normally shut down automaticly?

i recently rebuilt a system with old hardware and w2k, but when i shut down, (atx case btw) win2k just comes to the old style "its safe to shut down" screen. Isnt there a way to make it just totally shut down my system without having to press the button off?

I had this problem on an old Pentium 2 machine I installed Win2k on. It was ATX also, so I figured it wasn't harming anything so I just left it. Never found a fix for it though.
