Should the fan suck air or push air through...

I'm in the process of building a watercooling system and was just wondering if I should have the fan suck air through the radiator or have the fan push air through it. Which way would yeild the best results?

well i heard that on an Alpha PAL8045 HSF u shouyld have it blowing away but thats the only HSF that i heard that it works better. for most situations its safe to say that it should blow onto the heatsink. i believe that the airflow of the case plays a HUGE factor in cooling. for instance, i have a 1.33GHz cooled with a SK6 hsf. when the case is closed the cpu temp is 52 degrees celcius but when i take the side panels off the temp drops to 45. this leads to the conclusion that i need to revamp my air flow setup. so take into consideration alot of factors to get a true reading.
 
Without a doubt, a fan should draw outside air through the radiator into the case.

Blowing air onto the radiator causes the fan to waffle in backwash and limits its effectiveness.
