...I've never heard of that..but what a good idea. May help and make tv a genuine law enforcement asset.

Hell Usually I am in the basement when watching TV so I can't even look out the window.
 
Text scrolling it fine. Besides I don't even watch live TV 90% of the time. The wife and I Tivo everything.
 
Text scrolling near the bottom would be good enough. Just make sure it's noticable enough to be known as an Amber Alert
