Should shutdown in XP take more than one minute

I recently reinstalled XP and generally it is working well for all functions. Now it seems to hang when I shut down. At one point it took a minute and forty seconds. Shouldn't it be faster than this? I have also noticed that my room lights are dimming occasionally. Could a power issue with my fuse box be an issue? Does this make sense?
 
Your room lights will dim with just about any computer out there. Windows XP can sometimes be very slow at shutting down but this is just normal.

But not for almost 2 minutes....

Do you have an anti-virus program scanning at shutdown? Only thing I can't think of for the time being.
