In an ideal world, yes, because it would allow low-income students to attend without having to resort to taking out tons of loans.

But my answer is NO, for the lone reason that it would be almost impossible to sustain a public University on taxpayer dollars alone. I happen to attend a public institution (Temple University Law School), and I don't think running such an operation is cheap, considering faculty, staff, maintenance, and other expenses. I already get a substantial discount (more than ten grand/year) for being an in-state student, and for that I am thankful.
