Should Prisoners Have The Option To Leave The Country And Never Come Back?

For serious crimes such as rape and murder I don't think they should be able to leave, but for other crimes I think they should be able to choose between jail or exile.

Exile to where? Most country's have rules governing immigration.

I vote to ship all of our prisoners to Canada. Maybe some Tim Hortons and bagged milk will change their attitude.
