Should interest/dating of girls be based on age-age, school-age, or both?

Age does matter. There is a big difference between 28-30 being 2 years apart and 18-20 being 2 years apart. There is a big maturity gap between 18 and 20 year olds and even more of a difference between High Schoolers and College students. (note this rule doesn't apply to everybody. There are exceptions)
