Should I upgrade to a new 8800 gts (640mb) or wait for the next gen Nvidia card (G92) which I think is due out in November, or maybe even wait for the next gen ATI card the 2950.

I currently have the 7800gt.
 
At this point you may as well wait and see what, if anything, happens to pricing in a month.
 
It depends on what you play. I have a 6600gt... but it plays source at 1900x1200 so i dont need to upgrade because thats all i play.

Don't upgrade because you want somethin new (unless you have money to throw around of course); just wait till a game comes out
that you like but arent happy with the performance. Thats when you should upgrade, or wait till the next 'right' time to buy.
 
Stick with Insomniator's opinion. And I also say wait because there's nothing for frustrating than purchasing hardware and finding a month later the price has dropped dramatically.
