Or if you can simply deal with what you have, wait for the real next generation of cards. This is the third generation of graphics cards on the 28nm manufacturing process. While it is still better than the last generation, they have effectively squeezed all the blood they can get out of this stone and didn't show near the performance improvements we typically see in a new generation of cards on the same process node, and nothing even close to the performance improvements that we typically see on a new manufacturing process (I don't expect to see the 100% improvements we saw on some of the previous process node changes, but we should still expect to see 40-50%, and not this 10-20%).

The 950 is an extremely underwhelming card and I don't see the point since it's about the same with performance as a GTX 660 TI. In fact, the very old GTX 660 TI here and there even has an advantage as it seems to me.

So if I were you, either get a 950 or GTX 660 TI, depending what's cheapest. Chances are people are selling GTX 660 TI used on various forums and you can get a good deal.

Both of those cards would be "ok" for less demanding games, like my wife playing SWTOR w/ old GTX 660 TI...and it might even be "ok" with some newer games like BF4 or GTAV if your turn down some settings.

Otherwise I would see whether you can get a GTX 970 cheap somewhere. Seeing that many are probably upgrading to GTX980 TI, here too might be a good chance to get a GTX 970 for a good price used.

last summer I upgraded my trusty GTX 260 sp216 (896mb) to a GTX 650 TI Boost (2GB). The improvement was dramatic. Plus I got a great deal on it.

the card is a gigabyte model with factory OC.

I still use an old EVGA OC GTX 260 on the bedroom HTPC.

They are great for that type of thing it seems here these days, wouldn't try to game on it.

I gamed on mine because it was all that I had.

Doom 3, Quake 4, Serious Sam series, Bioshock, etc.. was a decent enough performer but only DX10.

I'm assuming that's an FX 4130 or 4150, it'll bottleneck most of the new cards, get a GTX750, 950, 960 or R9 270.
