Should I turn on my fan all the time?

You really only need the (extra) fan when you are gaming or doing some CPU intensive task/s (eg, encoding video). The switch allows you to turn the fan off when you don't need it to keep the noise down. Download HWMonitor to check your temps if you suspect your PC is overheating.

Since you just built your PC it's a good idea to stress test your PC to make sure it isn't overheating under load. If you aren't overclocking, then do the recommended minimums and watch your temps. As long as the temps stay in a safe range (with extra fan) and you don't get any errors during testing then you are stable.

At idle, under 50C is good. At load, anything under 90C max is good. If you see higher temps then you may need an aftermarket cooler. Start HWMonitor and play a game for a while. When you're done you'll see your current, minimum, and maximum CPU temps in the chart.
 
That may just be a fan light button... my HAF922 has a separate button to just turn the red light on the front fan on.

From another thread, we determined SophieSmith has this case (scroll down for pics). The switch is for the fans:

The case has 4 x optical bays, 5 x 3.5" bays, rear fan and 2 side fans with on/off switch. There are 7 expansion slot to the rear and the usual front USB & audio ports to the front
 
For the couple of watts a fan draws I would leave it on while the PC is active however if you are going to be leaving the machine at idle for long periods of time and it has adequate air flow you could turn it off to save a couple of krona a year.

'save a couple of krona a year' no need for that. I am paying £9k per year at Uni and £114 per week accommodation ( 3 year course)so I'm gonna turn it on forever lol, not gonna waste my moneys worth ehehehe. 🙂

Why I wonder if turning the fan on till 2015 will effect my PC 😀

Sorted then! 😀. All you are going to achieve is keeping your components cooler which will make them last longer. Just remember to stick your nose in the case every 6 months or so and check that you don't have any major dust build up (3 months if your pc is on 24/7). If you are unsure of how to clean the dust safely just google it at the time for tips on keeping your components safe, e.g Do not put a vacuum nozzle in there, they can kill your components with static build up.
