Should I replace the Tuniq Tower fan?

The tuniq is not loud if you let the motherboard control the fan speed. It will be silent at idle and audible at full load but, the efficiency of the heatsink itself decreases the likeliness of the fan ever needing to go full tilt unless you're doing some pretty sever overclocking.
 
So is OC'ing the q6600 to 3.5 -3.6 serious? I don't think 3 is but higher than that might be. But I'm new to all of this so I don't know what too high is.
 
3.5-3.6 on a q6600 is a better than decent overclock and I'd definately say you'd be able to hear the tuniq at load but, idle should still be silent without any issues.
