I sure it could be shoehorned into the same section that allows for the postal system.

I was going to say that too. The federal government is responsible for a federal postal system. They could declare that all forms of mail will now be electronic.

Something like that would allowing voting to be tracked though or manipulated.

Manipulated maybe, but I bought a 100% anonymous review system for my previous employer that was based on email.

Just like voting today, the email address was used to know you did vote, but the votes themselves were not tied to your email in the database.
