Its crap.

The problems the tires in the video showed is from underinflation. An underinflated tire overheats and then disintergrates. Thats it. Even in the video, it states that there is no scientific information to prove this. Keep your tires inflated to the proper pressure and thats it.
 
I saw this on (20/20?) tv a while back. I've been driving for nearly 40 years and never knew this stuff.
