If congress approves the funding for the war, they are saying they agree with it.

The president never spied on anyone. Obviously someone else committed the act. Even if the president ordered it, if they did the spying and and president did not have the authority to approve it the agency involved is obviously wrong. So you have a lot of issues going on. Everything is not always so cut and dry.
