I thought using a .org for commercial purposes was a violation of the licence on them.

Anyone can register a .org domain and there is no restriction on their use for commercial purposes.

icann standards are not "licensed" or enforced , so buy all the .org .net , etc. etc. you want for your pr0n sites, etc etc

If you run any website off a domain, you need to buy all the popular extensions to prevent anyone else from doing so.

From ICANN FAQ page:

"The .org domain, operated by Public Interest Registry, is unrestricted, but was intended to serve the noncommercial community."

Clearly, intensions without rules and enforcement is... nothing.

However, do search engines play a role to discourage the use of the .org domain for commercial sites?

.org is open to the general public.

It has nothing to do with non-profit groups now.

The ONLY TLDs that are still regulated are .mil and .edu. A regular joe can't pick those up.
