I'd say it can be considered a vehicle just like a bicycle. You could jump inside it and ride it on wheels, so legally it is. How many people with shopping carts on the streets actually obey the traffic laws (stop signs, stop lights, not crossing the yellow lines, minimum and maximum save speeds, etc)?
