When buying a dress shirt should the collar be really snug or a little loose?

I bought a shirt with a suit like that and just wore it anyway. Kind of dumb of me not to have exchanged it. 🙁

Most people get too large of a shirt...

Best is to get measured for free from a suit shop, or just in the suit section of a department store.
I have a 13" neck, which is very skinny... I am a freak.
