because that would ignite the intire middle east (even more than now).

No of the countries in north of Iraq want Kurds to make their own state as it would cause major instability in their own countries, and they would not like to give away any of their land.

All the oil is in the north (kurds) or south (Shiites) no oil for Sunnis = big problem

A Shiite might be very influenced by Iran, and might decide to get rid of the Sunnis.

Influence on Iraqi Shi'ites are probably overestimated as well. While most Iraqis in my opinion are not sure what they want...there is sitll evidence that they aren't complete idiots 😉 When that high ranking Dawa party official said that he wouldn't find a shi'ite distinct region, people marched in Basra ttelling him to STFU.
 
They could try following the States lead with having three States within one Union.... or would that be over the top?
