I am generally against term limits, but in completely safe districts/states they might make some sense.

He is and always has been a dolt. He's they guy that you'd like to cut from the team, but he always shows up to practices first, so you don't have the heart.

Feinstein needs to retire. Katie Porter has the gravitas for the job, and she suffers no fools. The party needs new blood, not octogenarians holding on their seats like grim death.

At her age, leaving her job really is a grim death of sorts. If she cannot apply her energies to another cause while transitioning out, she will literally atrophy herself to a quick death both from an emotional and physical point of view.

Porter only won in '22 by ~3 points. Probably part of the reason she wants to run for Feinstein's seat.
538 has the new district with a partisan lean of D+6.1, so in a year that shouldve been good for repubs, they only overperformed by 3 points, which aint great. So im sure thats part of the equation for her but i doubt thats it.

The senate is likely seen as more prestigious, so im sure thats a bigger factor. And to your point, theres pretty much no concern about campaigning as a senator from CA, so that may play into it as well. That would free up a ton of time and reduce the fundraising pressure.
