how can do i do all the connections so if the server is off, the clients can still get on the internet??
 
I believe that you are stuck there. If you are using the D-Link 704 as your DHCP server, then you will not be able to obtain IPs. If your cable company supports DHCP as well, you may be able to still connect. But I can't see the router actually forwarding any packets if it is turned off.

Why would you want to turn it off anyway? Just curious.

Perhaps switching your WAN connection from the router to a switch would work. That would circumvent the router.
