Sharing a net connection

I'm looking into sharing my cable connection with a few close neighbors who I trust for the most part, but I'd like to know what kind of equipment, software, etc to limit the amount of bandwidth they can use.

Any recommendations? Managed switches, etc?
 
I'm interested to do the same thing, except within my own house. I have a second computer, and was wondering what kind of device I would need to split my 1mbps internet connection into 2 0.5mbps connections, so 2 people can simultaneously use the internet on the 2 computers. Do you have to login twice with your ISP to do this? I also DO NOT want to use a router to connect the 2 computers up with each other, only divide my connection into the 2 0.5mbps allocations (etc. not be able to access the other computer's hard drive; only share the broadband connection).

Is there a specific device capable of doing what?s shown on the above diagram? I need it to be simple, as I?m not very familiar with networking. Also remember that I do not want to network the 2 computers, just divide my broadband connection. Will appreciate any help.
