I am located in India.

I picked up a Gigabyte GA-X58A-UD5(cost me around 500$) for workstation use (for my brother who is into digital content creation and gaming) with 2 packs of Corsair triple channel memory 6 X 2GB DDR3-1600 Corsair XMS3 3X6G1600C9 (another 500$ for this) and Core i7 920.

This was the only model of memory available in the whole city of Bangalore which was a triple channel pack! So I took it without paying much heed (my bad) to the memory QVL for the motherboard. And now I just can't get this 12 GB to detect reliably (Stock, Memory -1.64 V (rated at 1.65) and QPI/Vtt voltage is set to 1.34 V). Its mostly detecting 10 GB and reliably detecting 8GB in dual channel and 6 GB in triple channel.

There is no return policy here and so Corsair distributor wont take back the memory back (so I can try and have some QVL memory shipped from outside the country). Gigabyte will not take the motherboard back and insists on using QVL memory. I am in a fix after having spent so much money and no clue how to proceed. Any ideas? [Finding buyers interested in such an expensive ram is a real pain, sparingly do people build such expensive systems around here. I have put an ad in craigslist though].

Manually set your ram to 1066MHz or even 1333MHz and see if that helps. May need to push a little more voltage to the memory controller as well, since populating all 6 DIMMs will mean weaker signals on the memory controller. Given the fact that it's not "seeing" the memory leads me to believe it's a voltage issue. Try slowing it down first, since slower memory is more tolerant of lower voltages.
 
May need to run with only 6 Gb installed for a while, until a possible future bios update may solve the problem.

If you can, you might consider switching to some lower voltage memory, such as G.Skill's Eco series (1.35 volts).
Can you (possibly?) do mail orders from some UAE vendors?
Also: are you running with a UPS ? (uninterruptable power supply). The power from the wall socket (where you are there in India) may not be of the best quality/stability.

What would be the safe peak voltage for memory? I remember reading something about CPUs destroyed because of higher memory voltage.

I am in Bangalore and I do use an UPS.

Ideally, 1.5v. You'll want to keep it as close to that as possible.

Another thing you may want to do is test each stick individually to make sure none of them are bad. Drop a single stick in the first DIMM socket, boot up and run memtest. It's time consuming, but you'll get an idea of that's going on.
