Several motorcycle questions

Previous owner had it sitting in the garage for the better part of 2 years, so he replaced the battery, and it fired up after a bit of coaxing. It ran kind of rough the 10 miles I rode it home.

Only has a little over 3k miles, and in great condition. This is my first real bike, so had some questions:

1. Since it sat so long, what should I have checked? Might as well have the brakes checked out. I have a dealer right down the road and I'm thinking of dropping it off for a tune-up. Not sure if the carbs need cleaning. Cost?

2. Previous owner said it had old gas, and needs to be flushed. The dealership can probably do this too. Cost? I heard SeaFoam is some good conditioner/cleaner.

3. I'm looking at swapping out the stock pipes for some VH Cruzers. They run about $350. How much should installation cost?

4. Fuel cock - should it be turned to OFF every night, or is leaving it in the ON position okay if I plan to ride most days of the week?

5. I live in the Bay Area, Ca., so temps are usually a non-issue. But as far as the choke, when should I use it? Warm up the bike every time I ride? How long should the warm up time be?

6. What do you do to protect your ears from the wind noise? I know full and 3/4 helmets help, but other than that, just earplugs?

Draining the gas and putting new stuff in is easy enough that you can probably just do it yourself. Disconnect tube, drain, dispose, fill with new gas. You've already run it with the old gas in the carb, another 30 seconds won't hurt.
 
I would rebuild the carbs.

Changing pipes will nearly 99% require new jets for the carbs.

Turn the petcocks off every night, even if it has vaccum control of the fuel still turn them off.

I use the chocke every time I start the bike whether it's 80 out or not.

I let mine warm up enough to get off the first step of the choke

Never had a wind noise bother me.
