I'd say maybe start looking in late October for everything and in the meantime keep looking at the hot deals section and see if anything you want comes up.

yeah i might get the BenQ Monitor and the x1900xt because it has a $70 combo rebate and the x1900xt has a $100MIB... (outta stock though)... does that mean its like $170 off total?

In theory I think that looks like the deal.

You might want to price out the parts (and similar products) at other retailers too to make sure that's it actually a good deal. Videocard prices can change very rapidly at times, so it would be best to make sure you were getting a killer deal if you're not going to be using it for a couple months.
