Setting VCore voltage?

Hello everyone! I have a quick question. On Asus motherboards, is there a way to set the Vcore voltage? I know about setting the processor Vcore voltage but how about the +5 or the +12 setting? I know of someone who is having trouble with the +5 setting. It is reading at 4.48 volts and this is causing the system to not want to boot from time to time. Is there any way to raise this or is it a set value determined by the motherboard itself? The one on my personal rig is at 5.08 volts.....but....the only options in the bios are to leave it where it is or to ignore it. Thanks in advance!

I don't believe you can set the +5v settings. But there are more knowledgable folks who can address this. It is more a function of the Power Supply I believe. Could it be that your friend needs a better PSU? Has he done some recent upgrades that can be related to this? Mine runs at 4.92v average.

I'm stumped. The power supply is a 400 watt one....so....I don't know. I was wondering if maybe the power in that one room isn't regulated regularly....but.....I used to have my computer in that room and it never gave me any trouble. I also thought about maybe the capacitors....maybe one went bad or messed up or something.....I'm not sure though! Thanks for the help! :)

Most times its the motherboard.
I recently read that the Iwill kk266 board always shows the +5v very low 4.1-4.2v
