Setting up Winnt 4 to allow dialin access.

I have a winnt 4.0 server with a modem and dedicated phone line. I'v tried to setup Remote access service to allow users to dialin to the server but its not working. The things iv done:
I have granted the users the right to dialin
I have configured the Ras( remote access service) to use the tcp/ip protocol. And its dhcping clients that connect.
When i try to dial in the server will not answer the request. an it gives me a 678 port error.

Can anyone shed some light here?
