Setting up new computer

I just finished setting up a new computer with MSI k8n neo2 platinum and A64 3000+ but when i started it up it won't recognize my hard drives. On POST it stops at Detecting IDE Devices... for like 10 minutes? Whats wrong?
 
Did you check the slave / master settings on your drives. It sounds like you might have both drives set to master.
 
No 1 is slave and 1 is master. Also my dvd rom has no power at all. Won't even open its tray? The hd and dvd are on different cables though but im thinking the hd is not getting power for some reason either. Any thoughts?
I have my comp booting to cd first and its says boot failure.
