Just because you have TCP/IP installed, doesn't mean it works..
1st, ensure the latest drivers are updated for the network interface..
2nd, just to be safe, remove any protocols that you will not be using from windows networking (NWlink, Netbui, Appletalk, etc..) Windows 98 likes to install extra crap or install things different with every install..
Now you said in your topic, that you are setting up a network? Do you mean just a peer to peer, or are you accessing a network by router/access point?
with tcp/ip installed, go to the command prompt and run ipconfig... this should work, with tcp/ip installed..
try pinging LOCALHOST, or 127.0.0.1. this will test your protocol stack, and give you a good indication that tcp/ip is installed correctly..
If you are on a router, see if you can ping the gateway
