Server parts recommendation: RAID, Rackmount, Network Card, SCSI HD Tray & PCI Bus

I about to rebuild are Office Servers to a new infrastructure and I need some help choosing the hardware since we don't have the budget for brand name solutions. The hardware I need is to be running Windows 2000.

1. Rackmount

I would need to find a nice looking 3U or 4U Rackmount for about 300$
We already have some of these Antec 3U but I find them pretty hard to work with.

Need:
Easy access to internal devices (for minimum downtime)
SCSI and IDE Devices (no SCA required)
Preferably Back

2. SCSI RAID CARD, Server Network Card & Tray

How about the The Adaptec SCSI RAID 2100S + 128mb cache?

For our main file server:
Dual P3 500MHz (Slot 1) (old stock)
Tyan S1837 GX Chipset (old stock)
512Mb SDRAM Reg ECC (old stock)
Adaptec 2100S with 128MB cache (to buy)
6 or 7 Seagate HD Barracuda half heigh 160MB/s 50Gig (in Raid 5 conf for ~250GB) + 1 HD (online Spare) (sold stock) in an external rack (5U Elan Vital)
Intel Dual Port 100Mbps (for trucking on switch) 400Mbps (to buy)

This server is going to be used for our main Storage point for around 100 users. I'm aware that the PCI bus is running at 133MB/s so should I consider an other board, CPU and RAM configuration, if so wich one. I don't want to upgrade the hardware except adding HD when required for a while (at least 2 years).

Also I would need SCSI HD Trays for the 50 GB Half Heigh HD, any recommendation?
