(Server board) Trying to understand this riser slot... Can I use it without a riser?

I have an Intel s5000pal (dual 771 board). it has a couple of risers slots, one of which is for a "passive pci express backplane", which is available in both 1u and 2u varieties, but neither of which fit my case. Upon closer inspection, the slot looks just like a PCI-E 8x slot, and it is listed as having 98 pins, same as a normal PCI-E 8x slot.

Think I could just slap a normal PCI-E 1, 4, or 8x card in there? I don't care about the back panel lining up, I just need to get a VMware ESXi compatible RAID card in the system, plenty of which are available via PCI-E.

I'm 98% sure that yes you can use it. It's a x8 low profile slot. The riser is simply a PCIe splitter, it turns the x8 slot into to x4 electrical x8 physical slots.
