Server 2008 R2 - Force cover page on outgoing faxes

I have a server running 2008 R2. It has a program that uses windows fax service to send faxes. The problem is that this program doesn't have a way to include cover pages. I know when sending a fax from the server I can choose a cover page, but I need a way for a cover page to be included in every outbound fax.

So, the question is - is it possible to define a default fax cover page that Windows Fax Server will add to every outbound fax?
 
A poster named Cathy Michels at MS Technet included this paragraph in a thread about incorrect fax numbers dialed when the client is Win XP, but the server is Win 2008:

The other problem I had was in determining where to put the custom Fax cover pages. I put them in the C:\ProgramData\Microsoft\Windows NT\Common Coverpages folder on the server. From an XP workstation the user was able to choose and view the correct cover page but then when the fax was actually sent it came through on one of the default cover pages. The view was being pulled from the C:\ProgramData\Microsoft\Windows NT\Common Coverpages folder, but the cover page also has to be copied to the C:\ProgramData\Microsoft\Windows NT\Common Coverpages\en-US folder in order for the program to use it.
