[Serious Thread] Illegality of putting a bounty on someone?

Long story short.

Someone has been terrorizing our parking lot and has been breaking windows [with a bb gun] nonstop for the past 5 weeks.

There are only 18 apartments from which this person can be, all in the same building.

The 46th Precinct in The Bronx have been notified many times. They refuse to do anything because no one was hurt. There have been 50 (FIFTY) acts of vandalism in the last 5 weeks. Mainly broken windshields + glass. A dead cat was found in the middle of the lot.

I've spoken to on-duty police officers on patrol, and they agreed to observe, but never showed up for 1 hour after speaking to them.

We are at our wits end, but wish to try the following.

Posting a reward for anyone who reports the vandal, in the where building the BB's are coming from.

How illegal would this be? I am planning to visit our precinct on their next community hearing, but I fear my car will be further damaged by then.

I've started to park in the street, and I already had my bumper broken by someone behind me (only my 3rd day parking in the street too...) so I'd like to return to my parking space.

Any ideas if we can get in trouble for this?

i know you're proud of it, but #1 fix should be moving out of the ghetto.

other than that, maybe try to hold a meeting with the other apt owners and set up a neighborhood watch? might be easier to get the cops invovled when the vandalism is actually happening.

Anyway to put up a surveillance camera?

Or maybe get some signs that say the area is under video surveillance, but its really not.

if you put money out on a particular person isn't it a hit ( illegal )

if it's on unidentified people committing crimes it's a reward ( legal )

right?

I would organize a group to keep watch and record video and nab the guy in the act.

Either that or I'd do a citizens arrest. Get some zip tie cuffs made up and take my .45 with me and catch the fucker. I don't know if that's illegal there though.

Happens every day. We wake up in the morning to the car windows being broken again.

I'm already planning to go to the Precinct's community meeting to complain and plea for help.

I think you missed the part where he said he lived in an apartment in the Bronx.

To the OP, if this happens every night why aren't you hiding with a video camera to catch the guy?

OK you are not thinking this through. You don't go to the police they have enough things to do. You should pick an agency that has nothing to do and is just inventing threats to justify it's existence.


It seems to me that you have a potential dangerous sniper practising. He is shooting his high powered BB gun from a distance. Call Homeland Security and inform them of this. This could be a serious potential thread. The Police don't see the big picture here. Remember the DC snipers? They practised first. You have your first live victim a dead cat this will escalate. Report the shot cat to the Humane Society or whatever they are called, to them a dead cat is more valuable then human they will put pressure on the cops etc. ():)

Could also contact the news outlets about the situation and/or your local politicians, that would light a match under the police's ass.

Don't forget that you need to state that you are afraid for the children in the area.

Nothing gets the media and government moving like a good "Think of the children" speech.

Trolling us is not enough, you're going to troll Homeland Security and the FBI? Maybe, they'll arrest you and your car will be the least of your worries.
