Serious problems with paypal

This is a pretty long story and Ill have cliffs at the bottom, but if anyone will be good enough to read it and help me Ill really appreciate it.


About a year ago I had one paypal account that I used for everything and I never had any problems until I sold two items on ebay. I got two payments to my account one for I think $1000 and the other about $800. About a month later I log onto my account to see that I had a balance of -$1800. Turns out both of them filed charge backs against me. Fortunately for me one was found in my favor so my balance went down to about -$1000. But, the other claim I lost I got stuck with a bill for $1000 which was sent to a collection agency and I paid it off over a couple months. After it was paid off my paypal account balance went back to $0, but it was still limited and they wouldn?t give access back to me. I called them and they told me that I still owed them $800 from a chargeback....wtf? That chargeback was reversed and I got the money back, my paypal account balance and history showed that and the collection agency only got a bill for $1000. I explained everything to the person over the phone and they looked through my history and found that I was right. She said that a team would look at my account and this should be resolved in a few days. Well three days later I get an email saying that I owe them $800...great.... So I had the great idea of making another account which I used for about a month or two before it got locked down, they took the $300 I had in it and then closed the account...so after this I just forgot about it and walked away from paypal. I didn?t have any more accounts with money in them and they can?t legally take money out of my checking account without my permission so I just didn?t care any more.

It?s now been about 8 months since then and my younger brother just created his own paypal account, which two weeks later was locked down while it had $200 sitting in it. He completed the three steps (add a bank account, confirm location, and verify credit card), and today he just got en email saying that the limitation still can not be lifted because his account is some how linked to my old accounts and before the limitation is lifted he must send them a check for $600. My brother?s account will probably never be accessible again and he will most likely lose that $200.


Is there anything I can do? I plan to call them again tomorrow and if this call is anything like the one I made a year ago it will be about 3 hours long. But, can I do anything else? I know its my fault for not fixing this a year ago instead of walking away but oh well.


Cliffs:
1. Got two claims filed against me on paypal a year ago totaling $1800.
2. One claim found in my favor, $800 refunded
3. Paid off $1000 through collection agency
4. Paypal says I still owe them $800
5. Brother creates paypal account.
6. Paypal closes brothers account saying its linked to mine.
7. Brother will most likely lose account and the $200 he had in it.



***Update***

So I called them and got some more information out of them. Turns out that the guy who lost the claim against me went to his credit card. His credit card filed a claim against paypal and won, and now since paypal doesnt want to eat that loss, they stuck the charge with me. They never bothered to tell me why I owed them money, they didnt even hit my account with a negative balance, they just sent me an email saying "you owe us this much".

There's not much anybody on AT can tell you. Just call them and be patient, they'll sort it out, it will just take some fighting :(.

I guess what Im really looking for are experiences other people have had that are similar to this. Has anyone ever had ot fight paypal and actually win?

I don't deny that I'm very ignorant about how it all works, but a lot of the stories I hear about paypal seem borderline illegal to me =/

Edit: What I mean is, it sounds like they almost purposefully try to find a way to lock accounts and keep the money.

I hate PAYPAL and ,by extension, ebay.


For this very reason. They are hard as hell to get a real person to speak to.

Same here. Go on paypalsucks.com or other sites like it and you will read a ton of horror stories. Its amazing the stuff they get away with.

Yup, the last time I had to call them I spent the better part of a day on the phone. Thats after I tried emailing them. The problem with email is that no matter what you select, its all just automated. The reason I never tried calling them again is because it takes so long and you pretty much have to plan your whole day around that one phone call.

It's amazing how many people don't realize that PayPal isn't a Federally regulated financial institution. They don't have to follow the same rules as a bank, or credit card company. This is one of the reasons a credit card company can go in and take money back at will.

PayPal can do whatever the hell they want with your money and that's the way it is. They're owned by eBay so of course it's the easiest method of payment for their auctions. Most people take the easy way out and use it, but there are other quick payment options out there.

Never had a problem with Paypal, and I've sold thousands worth of things online.

Yeah, I got screwed by Paypal twice in the past couple months. I'm pretty ticked off at them, but unfortunately they are the ticket for the majority of online transactions. As soon as you get cash in your Paypal account, transfer it immediately to your bank account.

can't your brother take paypal to small claims court ?

I would also contact a local television station.
Paypal loves bad press

why did you get the chargebacks? did you sell to scammers or was there a legit reason why they did a chargeback?

i think we need that info before we can give any advice. something isn't adding up here.

if it was scammers, learn to identify scams. if you have ANY doubt at all, DON'T sell/buy.

i've never had a problem with paypal in all the years i've used it.

6. Of course they would if your brother used anything that could link the two.
7. He can withdraw the money after 180 days.

As for #3, how could I have ignored them? One day I get a call from a collection agency saying to pay or my credit will go down. Were they lying when they said that? Couldnt they have gotten all my info from paypal?

Collection agencies are not in the business of telling the truth 100% of the time. Their only concern is getting paid. Neither PayPal nor a Collection Agency has the lawful ability to forcefully collect a debt from you without your authorization. They were most likely full of hot air about destroying your credit (from most user experiences at PayPalSucks.com).

That really sucks, but how do we know that you didn't deserve the chargebacks? I'm assuming you are in the right here, but I've been scammed on ebay before and the guy seriously thouight that it was okay. He sent me a broken cell phone and was like "Screw you, I'm keeping the money" so I charged it back on my credit card.
