Serial Port Help

I am having a serial port conflict. My PC has one serial port on motherboard and a second serial port was added with a cable connected to the MB and uses a PCI slot. The second serial was disabled in bios. I enabled it and got a * next to serial port B saying select device in conflict with another device. . Everytime I boot up I am getting ERROR Com B configuration changed. Press F1 to resume F2 to Setup. Here is what my bios settings look like:

Serial port A enabled
Base I/O address 03f8
IRQ4

*Serial port B enabled
mode normal
Base I/O address 02f8
IRQ 3

In Control panel my IRQ setting look like this (There is no yellow ! point though)
IRQ3 Com 2
IRQ4 Com1 and 3

Ports
Com1 I/O 03F8-03FF
Com2 I/O 02F8-02FF
Com3 I/O 03E8-03FF

Any thoughts? I tried to change the IRQ in control panels by unchecking use automatic settings and clicked change setting, but it says This resource cannot be modified.

The setting look correct. You might want to try removing the ports from device manager and rebooting. This will force windows to reinstall the drivers.
