What should I use serge protector or one of those Back up things? And which one?

It will be for a Athlon 64 3700+ system
 
Surge protection is a definite. Get a UPS if you lose power regularly or you want to keep the machine up 24/7 and have time to shut down if the power goes out.
 
How much do you plan on spending though? I have the Belkin 1100VA UPS w/ 640W battery backup. The Bull dog monitoring software's very handy in checking the load and battery level. $120 though.

That should be enough to keep you're system up for awhile. How long depends on the rest of you're system components, graphics card, number of HD's ect, enabling Cool n' Queit should have pretty significant impact on run time. Having a high efficient PSU with APFC will give you a huge boost on run time.
