If day 1 of a month is a Sunday, then day 13 is invariably a Friday.

Leap year doesn't matter because there are still the same number of days between the 1st and the 13th. The extra day comes at the end of the month, so it has no effect on whether or not a month starting on Sunday has a Friday the 13th or not. It does, however, affect which months have a Friday the 13th.
