Sempron running too slow : SOLVED.

I have a 754 Sempron 3000+ Palermo in my case, and it is supposed to be clocked at 1.8ghz. However, as I was viewing my System Properties the other day, I noticed that it only said it was running at 999mhz.

Never one to completely trust windows, I checked with cpu-z, and it told me the same thing: 999mhz. It is running at 200 bus with a multiplier of only 5.

I checked my bios, but I could not find anything about power saving or cooling or whatever that would make the chip run underclocked.

Am I just overlooking something, or is there something wrong here?

Thanks in advance for any help!

EDIT: I dunno what the real problem was, but I updated the bios to the most recent version and things seem to be running smooth again.

Cool and quiet is working. My 3200 939 also runs at about 1000 at idle. It will speed up automatically as needed. I would leave it alone. Cool and quiet also controls your fan speed, slowing it down whenever possible. A slower fan is quieter, which I prefer. To disable this feature, check your power management section in the bios.

I thought that it may be something like that, but even when playing hi-def video from the Apple website (while running cpu-z beside it), it never goes above 999mhz. Instead, it just plays the video choppy.

When I first got it, it did not do this. I was able to watch 720p video without a problem and I never noticed it going below the standard 1.8ghz, but now, I cannot get it to go above 999mhz no matter what I do.
