If you do mean Sempron 3000+ vs. AthlonXP 3000+ then of COURSE the AthlonXP 3000+ is faster, because it runs 167 MHz faster. They are otherwise the exact same chip.
Either is more expensive than the best Socket A option, an AthlonXP-Mobile 2600+.
