Sorry to take this a little off topic, but this just isn't true. I've been through many A64 2800+ chips that overclock very very well. These were all Newcastles though...not the crippled Clawhammers.
Hmm. After looking at some Google-sought reports, it seems you're right. The Newcastle seems to hit 2.2 GHz easily, and 2.4 GHz in some cases. Even so, I'm very happy with my Sempron. It's basically become an Athlon 64 3300+, and that's fine with me.
My new setup is definitely a lot faster than my old Athlon XP 2400+ with 1GB PC2100 RAM. It's even faster than my old P4 2.4B @ 2.93 GHz with 512 MB PC3200 RAM. And my SATA drive is still on the way.
