Seeking input, tips, hints, etc., in writing cover letter.

So i am back in the job search business now ....
I haven't written a cover letter for a long time, so i'm wondering what's the latest "trend" in writing cover letter..

Which is the preferred method:
1. Start with latest experience, then slowly move backwards to the point of the first job (in college)?
2. Start with college experience, gradually move to the jobs after that, all the way to the latest job?
3. Start with the greatest job you've ever done in the greatest company you've ever worked in, then jump to the next greatest, and so on ... all the way ignoring the reverse/chronological order of the jobs?


Also, i've been out of work for about two years (long story), and i've been spending my time learning PHP, MySQL, XHTML, CSS, and so on... I also did some mini projects, but i wouldn't say they are good enough to be shown out to prospective employers (full of bugs and inefficiencies i never get to fix).

So, how would i go about telling them about the experience above (which is preferred):
1. To keep myself updated with the latest technology, I have been self-learning PHP and MySQL. I also did some web programming using web standards such as XHTML and CSS.
2. Currenly I am doing some learning on PHP and MySQL. I've also been trying to keep myself up-to-date with the latest web technology, such as XHTML and CSS.
3. (??) - some other suggestions

Should i even mention the mini projects that i didn't finish? Or just keep them to myself until they ask for sample works?


Any other hints and tips for writing cover letter? How long are they usually? Should i tell them about my education background in the beginning, towards the end, or none at all?

By the way, i came from a background in Perl and CGI, with a little bit of Visual Basic and some database.
But the IT market here in Indonesia is different, so i've been trying to move to web programming with PHP/mySQL ..
