"Security Tool" pop ups

A relatives laptop seems to have become infested with some type of malware named
"Security Tool". It has the normal pop ups and such that prevent you from doing anything, claiming the obvious virus finds and such. I am not able to get onto the internet on his laptop but I downloaded Malwarebyte to a thumbdrive and have tried to install on the laptop and its just not letting me do that even...Any ideas or opinions on what else I can do? We do have a belkin data transer cable if I need to transfer files from my PC to the laptop....Any and all help would be appreciated...Thanks!

If you recognize infection from this guide http://www.bleepingcomputer.com/virus-removal/remove-security-tool start at 1. Be sure to do all steps so you don't miss reset of hosts file for example.

Even if it is not this one you can use guide.
